The city council did not know that days before, Zeca Mocarzel, sub-mayor of the Niterà ³is Oceanic Region (of Jorge Roberto Silveiras government) bought the lands at a very low price, claiming to the old owner that the region was locked and nothing could be done there. So he bought the area and, after the inauguration of the MAC which substantially increased the property values of the nearby areas, later sold the land for more than 5 million reals, approximately 1,250,000 US dollars at the time (2,720,000 dollars today). Fourteen a Day Keeps the Depression Away What is Bi- Polar disorder? It is a condition formerly known as Manic Depressive Disorder that involves depressive episodes along with periods of elevated moods known as mania. Symptoms of mania include an abnormally elevated mood, irritability, an overly inflated sense of self-esteem, and distractibility. Persons experiencing an episode of mania are generally talkative, have a decreased need for sleep, and may engage in reckless or risk-taking behaviors. What is it like for a child that is diagnosed with Bi- Polar disorder? One of the many challenges a child with this disease faces is attending school. I have a young person in my life that was diagnosed with this disorder at the age of four and has been on medication since. He is now thirteen and is in the 7th grade. A characteristic of his particular disorder is that his IQ is considered that of a genius and last year in the 6th grade he was even accepted into the Mensa Society. Every morning, afternoon, and evening he is expected to ingest a handful of various mood-stabilizers. He talks to everyone, but more often his self, and stays up all night watching cartoons. He does not have any friends and his medications have caused him to become overweight. Should young children take so much medicine that they need uppers and downers? He has never been removed from them all at once but every few months they take him off one thing and then he starts some new miracle drug. There is no incli nation what kind of person this child would be without medication in his system that alters his emotions and personality. This child has been diagnosed with Bi- Polar disease, ADHD, Obsessive Compulsive Disorder, and Oppostional Defiance Disorder. I ask myself if he really has all these conditions or if all young children get hyper sometimes. He cries because he can’t figure out how to use his vocabulary word in a sentence. He throws a conniption fit when the loops of his shoelaces aren’t tied exactly symmetrical. I have gone back and forth for years trying to determine what he needs. Up to the age of four he would get so frustrated that he would lash out. A cat scan revealed that he has seizures in the frontal lobe of his brain that cause him to become aggravated and sometimes violent.

Rhetorical Analysis: The Crisis, No. 1 by Thomas Paine Political writer, Thomas Paine, in his persuasive writing, The Crisis No. 1, expresses feelings towards Britain's control over the colonies. Paine's purpose is to unite the colonists in an effort to retaliate against Great Britain. He uses an objective tone in order to unite and rally the common person in his nation. Paine opens his persuasion to the nation by warning that getting their freedom from Britain will not be easy. By using the simile, â€Å"Tyranny, like hell†¦ , he implies that Britain's control over them will not be easy to overcome. As he says in the beginning of the paragraph, â€Å"The summer soldier and the sunshine patriot will†¦ shrink from the service†¦ but he that stands it now, deserves the love and thanks of man and women. â€Å", this states that anyone who will not fight for their country does not deserve their country, he uses pathos when declaring this statement. In the latter section of this paragraph, Paine uses the metaphor, â€Å"†¦ f being bound in that manner is not slavery†, to show that the way that the Britain is controlling them, makes them feel like slaves. Paine later uses ethos when he states, â€Å"However, the fault, if it were one, was all our own; we have none to blame but ourselves. But no great deal is lost yet. † He says this to show the nation that they had messed up in the beginning, but if they were to come together they could right the wrongs that were done. In the following paragraph Paine uses pathos when he talks about God not giving up on his people.That God will provide for them and not give them â€Å"up to the care of devils†. he also states that God will be on their side, â€Å"I cannot see on what grounds the King of Britain can look up to heaven for help against us: a common murderer†. Paine shifts to talk about panic, how panic can be used to produce good and bad. He uses a simile in paragraph th ree, â€Å"Britain has trembled like and ague†, he uses this to show that even the royal British army can be terrified, later in the paragraph he states, â€Å"the whole English army†¦ was driven back like men petrified with fear†, to emphasize his point more.Paine opens the closing paragraph by uniting the people with ethos, â€Å"The far and near, the home counties and the back, the rich and the poor will suffer or rejoice alike. † In saying that Paine implies, no matter what happens they all will stay together, whether it be death or freedom. He also uses ethos by stating â€Å"Not all the treasures in the world†¦ could have induced me to support and offensive war, I think it murder. â€Å", by saying this Paine shows that war was the last option he would have much rather came to a peaceful solution, but given the circumstances, there was no choice.Paine closes up the paragraph by using an asyndeton, â€Å"Let them call me a rebel and welcomeâ₠¬ ¦ but I should suffer the misery of devils were I to make a whore of my soul by swearing allegiance to one whose character is that of a sottish, stupid, stubborn, worthless, brutish man. † His use of the asyndeton to show that the King is much more than that he listed. In The Crisis No. 1, Thomas Paine creates an objective tone to unite and rally the nation by showing what kind of man the King of Britain is. Violence against women is a common problem and though it is also a big issue in the West, in the Middle East it doesnt get any attention, which makes it pervasive. Lack of education can be cited as one of the main reasons why violence continues to exist in this society. We can argue that had lack of education been the only problem, then women in the west would have never suffered abuse. But the real issue at hand is endurance or tolerance of abuse. In the Middle Eastern societies, women continue to endure violence silently seldom raising voice if ever. On the other hand, women in the West have been consistently making efforts to highlight the issue and seek appropriate resolution of the problem. Lack of education however has not been addressed aptly in the Middle East. Women are not allowed to drive in some countries including Saudi Arabia; they are not allowed to vote even though they have access to all modern amenities including Internet, television and cable TV. Education or lack of it thereof is purposely being used as a weapon of oppression and suppression. In every corner of the world, it has been noticed that when a certain section had to be oppressed, it was denied its right to quality education. Aim: To test the differences between different temperatures and how quick the magnesium ribbon reacts to the hydrochloric acid hypothesis: the higher the temperature the quicker or bigger the chemical reaction is when a magnesium ribbon is drop in the beaker of 25ml of hydrochloric acid. Also when the experiment is set in the ice bath, the reaction time will be much slower than the other temperature sets. equipment/materials: 5 x 80ml beaker Hydrochloric acid 15x 25ml = 375ml 15 x magnesium ribbon 3x ice (ice bath) 3x ice cream container 3x heat pad 1x thermometer 3x heat mat Method: Before anything was started, the whole method was reread and memorised so there was an understanding of the experiment. Next the correct PPE was equipped so if there was an error there was some protection, the equipment that was essential to equip was Closed in shoes Apron Safety goggles/classes Gloves Hair net Once the PPE was suited up, all the equipment was checked to make sure there was nothing missing, so the experiment didnt need to be paused just to get more equipment. The experiment was started by first unpacking the equipment and tprepare the hydrochloric acid by putting 25 ml in each beaker, then setting up the heat plate to the right setting to heat the hydrochloric acid to 80 C. once the heat plate hit its aiming temperature the beaker was placed on it till it hit the temperature of 80 C when it hit 80 C exactly, a piece of magnesium was placed in the beaker with the chemical reaction being recorded by both a timer and writing down what happened. The same steps happened with the other temperatures, which were 60 C, 40 C, the room temperature (22 C) and the ice bath (6 C). The experiment was very successful besides at one point in the experiment were the hydrochloric acid strengths were mixed up instead of using 1 molecules we use 0.1 molecule for at least 2 tests. Evaluation: during the experiment, there was only one error which was the molecule strength was mixed up, instead of using the 1 molecule on 2 of the 40 ÃÅ'Ã…  c tests we use 0.1 molecule this could have been avoided if we paid more attention to the equipment we used in the test. Conclusion: this EEI (extended experimental investigation) has discussed the aim of the experiment, the method and the results of the experiment, also the errors of the investigation that will be made sure that the same errors will not be made in future experiments. The main substances that were used in the experiment were hydrochloric acid (HCL) and magnesium ribbon(Mg) when these materials combined there was a chemical reaction, the reaction was that there was bubbling and fizzing when the magnesium dissolved, there was a pattern when the temperatures changed, the molecules in the acid would change speed cause the reaction to be either fast or slow, when the acid was at a high temperature for example 80 C the molecules in the acid were packed together but free to move but they were moving at a high speed but not as fast as gas molecules, this was causing the acid to bubble like boiling water, as the temperature was high this made the magnesium ribbon to dissolve faster. A real-world version of this experiment could be when cooking steak on a barbeque where the higher the temperature the faster the meat will cook.

According to Webster's New World Dictionary, strategy is "the science of planning and directing large-scale military operations, of maneuvering forces into the most advantageous position prior to actual engagement with the enemy" (Guralnic, 1986). Although our understanding of strategy and applying strategic planning in management has been transformed from a point of military maneuvering to one that aim’s to achieve and gives a structured framework to reach a competitive advantage. Taking its name and roots from the military model, early models of formal strategic planning "reflected the hierarchical values and linear systems of traditional organizations. Undertaken by planning functions at the top of the organization, its structure was highly vertical and time-bound. A certain period would be set aside to analyze the situation and decide on a course of action. This would result in a formal document. Once this was done, the actual work of implementation, which was considered a separate, discrete process - could begin" (Wall & Wall, 1995). Although individual definitions of strategy vary between each author, traditionally, theorists have considered planning an essential part of organizational strategy. â€Å"Strategic planning in organizations originated in the 1950s and was very popular and widespread between mid-1960s to mid-1970s, when people believed it was the answer for all problems, and corporate America was obsessed with strategic planning. Following that boom strategic planning had fallen off and was cast aside for over a decade. The 1990s brought the revival of strategic planning as a process with particular benefits in particular contexts† (Mintzberg, 1994). The 1960s brought qualitative and quantitative models of strategy. During the early 1980s, the shareholder value model and the Porter model became the standard. In recent years businesses in the United States are becoming more diverse places in which to work. Workforce diversity with respect to race, gender, and ethnicity has increased as result of socio-cultural changes, and is to some extent protected by law. While demographic diversity in American businesses has become more apparent, a range of individual differences in the values, attitudes, beliefs, and personalities of their employees is assumed to have existed for some time. However Benjamin Schneider, a psychology professor at the University of Maryland, argues that the range of individual differences in the above mentioned psychological variables becomes less common within businesses over time. Schneider has proposed an attraction-selection-attrition (ASA) framework to explain how organizations behave (440). The main proposition of Schneider’s work is that businesses do not determine behavior. Instead employees determine the company culture. Attraction to a company, selection by it, and attrition from it yield particular kinds of persons within a company. These people determine organizational behavior (Scheneider,1987). From 1997 to 1999 I was employed with a company named TNA North America. This was a company based out of Sydney-Australia, dedicated to selling and servicing packaging equipment to various customers in North America. At this company we all had very similar values, attitudes and beliefs. One of the employees who was very different from the rest of us was the general sales manager. He was different from rest of us in many ways. TNA North America is well known for servicing well to its customers, and all of us at TNA were very used to work ten or twelve hours each day to make sure our customer’s needs were satisfied. In the other hand was the sales manager who only worked six to seven hours each day, and very often did not go to the office for days. Business travel is a big portion of the company budget, therefore we always got the most economical plane tickets. The sales manager was known for flying first class and spending lots of company funds during trade shows, customer visi ts and conferences. This behavior was just not acceptable to the rest of the company. He came to work for us from a company that was our competitor, and he came with good references and showed an extensive knowledge about the industry. During his first 6 months he tried to get along with the rest of the employees, and he also tried to get some projects going with different customers.

Life in America

Life in America was written by Thomas Low Nichols in the 1830s, it was a text that captured the life and the situation of the country some years after the 1812 war. It is somewhat hard to establish the precise genre of the text, since the literary styles were somewhat different in those days.The specific term here is somewhat, since all the literary genres that exist today also existed then, but some writing styles that existed in mid 19th century do not really exist anymore and the text by Nichols might just belong to a writing style that is gone.Essay writing in its original definition could be described as a writing of a report (e.g. about a country or a situation) in a rather poetic manner. This kind of writing was very popular in the 19th century since much of the period’s literature was inspired by epic works, struggles, revolutions and the romantic spirit. Revolutionary poems and this kind of â€Å"epic journalism† were very popular.The style to which the Nichols text bears such resemblance had a close relation to what used to called Travel Writing in several European languages. It is similar to the descriptive or epic journalism but it as an account of   a journey by a writer or a journalist, to some extent an equivalent to a foreign correspondent nowadays. Before the telegraph that was the only way to be kept in tune with the news abroad, the correspondent would send weekly or monthly reports through the mail and the texts would be published in journals or weeklies.Thomas Low Nichols is the perfect example of a high middle class amateur writer. The language he uses and the emphasis that is given to education in the text show a high level of education. He actually writes as a professional and was a writer by dedication (a quite famous one) but that most probably wasn’t his main source of income.High middle class people in post revolutionary America usually had family estates or businesses to run and wrote, practiced law or got inv olved into politics for patriotic, personal or sentimental reasons rather then looking for a career as the case is today.Nichols is obviously from an estate and business owning family. He shows us that through the story of his father: â€Å"My father had been drafted as a militia-man during the war of 1812, and might have fought in the famous battle of Plattsburg had not his business engagements made it necessary for him to hire a substitute, by which he lost not only much glory, but the bounty-money and a hundred and sixty acres of land, which was afterwards given to every surviving soldier whose name could be found upon the rolls of the army.†His father’s job was obviously important enough to allow him to hire a substitute as well as the fact that he became colonel shows a background of education and wealth.The most probable purpose of Nichols becoming a journalist and an author is a mixture of love for writing, patriotic feelings, positive hopes for a new country an d a new world.He belongs to the post revolutionary generation that might have lived through some periods of the revolution, but were too young to take any active part in it. His generation was more optimistic and â€Å"easy going† then their fathers as well as they were more cultured and interested in arts and poetry then their revolutionary fathers were. They also enjoyed a better and more certain economic situation then their struggling fathers. In other words Nichol’s generation was softer and more progressive.They were also very proud of what their fathers accomplished and Nichols actually gives us a mixed account of what has been accomplished by the war of independence as well as by the Cultural Revolution that was a direct result of the post revolutionary struggle for America’s place as a young and progressive country.His writing is basically directed at young Americans and Europeans in order to show them the progress that was accomplished in the 30-odd ye ars of the country’s independence. He writes first hand from personal experience and the literary sources available at the time.

The reasons for Helena staying with Jimmy might be probed from the following: Superficially looking, Jimmy is a person basically worth while. Jimmy is a young man with education, ideas and penetrating insights. Alison breaking through her family's strong obstacles to marry Jimmy from side reflects Jimmy's charms and attractions. Jimmy seems a natural desire and magnet for women if his working-class background?poverty and walled situations are ignored for the moment. As Helena said she took Jimmy to herself because â€Å"she finds that she desires him and wants to have him for a time†. It is an outburst of impulse catalyzed by special occasions. At that time, without digs, Helena had an appointment on the next day and had to lodge in Jimmy's attic; Jimmy is then immersed in bereavement without comfort while Allison and Cliff left him successively. Witnessing Jimmy's bitterness and helplessness, out of her female compassionate nature, Helena offered Jimmy her hand and herself as well. For solace and release, Jimmy dramatically accepted his natural enemy. Thus the two naturally and reasonably moved together. Exploring the in-depth reason, Helena's staying with Jimmy might be considered as a challenge she made for herself driven by her instincts of curiosity and conquest. Helena wanted to make out why the seemingly compatible couple always brawl and torture each other, why Jimmy is always angry?dissatisfied and cynical,always trying hard to be offensive, provocative, irritating. Determined by her inborn authoritative personality and her middle-class inclination to sustain the status quo,she takes Jimmy as a challenge and an attempt, an enemy territory to conquer, to justify her middle-class convictions and consciousness. She expects Jimmy to be changed, back into normal, behaving like anyone else and taking reality like a real man. Naive?romantic and over-confident as Helena is, she fails to change Jimmy. Conversely and ironically, she was within an inch of being changed. Helena was inevitably to lose the war because Jimmy's anger was socially deep-rooted. He had the complex of inferiority and superiority. He showed contempt for uneducated Cliff, irony for educated Alison. He was well educated, but his situation was no better than the two he looked down upon. It was an affliction and sarcasm to him. He lived at the sea of isolation?desperation and inarticulate agony. Without being heard or understood. He found no target to attack, therefore everything became his target. Jimmy was a man born out of his time. To change Jimmy Helena should change the times first. It is difficult and impossible for Helena to change the time, and so with Jimmy. To bridge the systematic and fathomless class and value gap was never a easy task and doomed to be futile and fruitless. Jimmy and Helena's combination was the effect of passionate impulse. It was a kind of insanity or wrong-doings as Helena herself later commented. Once waken up from the dream, the end of their relation was approaching. Helena was a woman of conventionality by nature, she couldn't forget the book of rules anytime. She still believed in â€Å"right and wrong†! Gnawed by the worm of conscience and sense of guilt, she can't †be happy without the book of rules†, she can't †be happy when what you're doing is wrong, or is hurting someone else†. Moreover she lost the war waged against changing Jimmy, the war to restore everything into normal. Unless Jimmy and Helena don't confront with each other face to face, or they will certainly fall into the state of war, the war of ideas, class, values, social reality. There was no middle road to compromise. Helena's exeuntting also meant she lost the war against conventionality, against status quo. Her story is more than a morality one, it further proved every desire or attempt to change the suffocating and inanimate society over-confident and all for naught. Everyone would inevitably subordinate himself to conventionality. My understanding of Alison's return is explained as such: Alison might feel regret about her past behaviors. Though she is the seeming victim of Jimmy's irrational assault, she knows that Jimmy has reason to do so on her. After her abortion, something dormant was aroused from the bottom of her heart and she came back to Jimmy, though shilly-shally. As a young woman, she is a †monument of non-attachment†. †She hasn't had a thought for years!† She is a woman in her 20s without enthusiasm, animation and sincerity. Nothing Jimmy could do would provoke her. Her marriage with Jimmy was a kind of physical and responsive affinity rather than mental and spiritual one. She was nicknamed as ‘Lady Pusillanimous' by Jimmy. Moreover, as a middle-class woman by nature, she kept her arrogant and uppish manner in communicating with the working-class people which was especially exposed when she wrote letter to her mother, discussed Jimmy with her father and Helena, refused to see the dying Mrs. Hugh with Jimmy. She had the sense of inborn class superiority which is a fatal and permanent weapon to sensitive Jimmy. She did betray Jimmy in a sense. In a word, she has never given herself to her husband with the honesty which she knew he demanded and needed. Actually, she knew she should shoulder some responsibility for Jimmy's anger and offered Jimmy more understanding and communication. The problem of their marriage was not sheer Jimmy's fault. Alison left Jimmy in pursuit of peace and relaxation. Tortured by Jimmy's distorted allegiance and loyalty demands for her, Alison wanted to escape from the role of hostage and the war Jimmy declared on †those sections of society†. But Alison never succeeded in escape. Things didn't go in the way as she expected. Alison's coming back could be interpreted as a subjugation to conventionality?reality and failure of Ostrichism. Alison is easily to get used to everything and she is also on the verge of burst. Tortured by Jimmy's distorted allegiance and loyalty demands for her, Alison wanted to escape from the role of hostage and the war Jimmy declared on †those sections of society†. She leaves Jimmy, in pursuit of peace and relaxation. But Alison never succeeded in escape. Things didn't go in the way as she expected. Her abortion brings her shock and disillusionment, awakening something dormant in her heart. She then clearly sees a depressing?aimless?hopeless and futureless reality, without light and outlet. By then she understood Jimmy's anger and discontent to some extent. Without a bright future, Alison had to revert to the past, though vague, remote and suspended it is. She wanted to find herself a position in the conventional and accustomed role of wife. The unpleasant past seems a more lovely memento In comparison with the suffocating and smoldering reality. Finally Alison and Jimmy decide to pick up the bear-squirrel game. It is a seeming communiquà ¯Ã‚ ¿Ã‚ ½ by Alison and Jimmy, protesting the reality and fighting against the â€Å"cruel steel traps, lying about everywhere, just waiting for rather mad, slightly satanic, and very timid little animals.† This could be regarded as a faint flicker of hope offered by the protagonists who had a in-depth perception and understanding of life.

These dyes can still be found and used at present; however synthetic dyes have become more developed and are widely used. Synthetic dyes are permanent, efficient, and quick-setting. The economy of a nation is a major indication of its success. One aspect of a nation's economic success or failure is the system of government. Whether a nation is socialistic, communistic, ruled by absolute sovereignty, or based on capitalistic principles can be a key factor in a country's economic success or failure. Government is the foundation of an economy but it is not what determines its success. Impact of the Public Sector Reform on Employee Relations Essay

In the 1950s to the 1960s, the Conservative government of Britain had a strong compulsion to adopt a neoliberal stance on economic policies. Certain industries which were nationalized by the Labour Party after the Second World War were privatized. State spending on health, education, and welfare were cut; this was so since too much spending would necessarily result in low economic performance of the whole country (although variation was possible). Military spending were doubled to contribute to the overall economic output of the country. This was continued during the leadership of Lady Margaret Thatcher (1979-1990) and her successors. Nevertheless, although allowing a significant reduction of government spending in the welfare sector, the Conservative government instituted some reforms to upgrade government programs on health and the bureaucracy itself. The Local Government Act of 1993, Health Care Complaints Act of 1993, the Parliamentary Commissioner Act of 1994, the Local Government Act of 1974, were some of the examples of the readiness of the Conservative government to put efficiency and cost effectiveness the emblem of a government in service (to the people). These acts passed by the Conservative government were meant to streamline the bureaucracy, increase the powers of the local governments (establishment of new boroughs and counties), extend the powers of the parliamentary Commissioner in investigating cases involving local authorities, improve the health care service by allowing the private sector to invest in government health programs, and put a mechanism to effectively negotiate grievances in the government and its related entities (like government owned corporations). These programs and policies were meant to create a bureaucracy with the intense participation of the private sector. They were programs economic in character. Programs were directed to the service of the public but with the capital from foreign and private individuals playing as the motor of development. The image of these programs seemed to be a positive one; intense partnership between the government and the private sector in the service of the public. With the coming of the Labour party in power, some changes were presented in the halls of the parliament. There was a step to extend the jurisdiction of the Parliamentary Commissioner in matters allowed by parliament (the three Ombudsmen – the Parliamentary Ombudsman, Local Government Ombudsmen, and the Health Service Ombudsman). An act was established also established to increase public sector employment; a move almost totally ignored by the Conservative government in the 1960s. It is expected that due to the changes hitherto described above public sector employment would increase by 360, 000 in the next three years, and almost a million in the following decade. The number of teachers, doctors, nurses, physical therapists, and policemen increase by more than 100, 000. An increase would be expected in other professions (which is around 200, 000). Although a general cut was implemented by the Labour government in the civil service programs, they were compensated by an additional increase of public sector employees. In sum, the reduction was implemented to increase public sector employment since public sector employment is one of the most effective ways of boosting economic performance (due to its manageability). Needless to say, however, these changes proposed or implemented by both the Conservative and Labour governments of Britain have had certain effects or impacts on employee relations. The Health Service Act implemented by the Conservative government proposed a two-valorem system of negotiation between complaints presented by the two parties involved. This action proved to be not very effective as a conflict resolution mechanism for employees. The present Labour government established a so-called conciliator with the aim of: a) to bring the parties involved together for the general purpose of negotiation and settlement of complaint, b) to create activities deemed possible for the attainment of a settlement, and c) to assist the parties involved to reach for a fair agreement. This three-party system of negotiation (which were imitated by other countries) became an effective force in resolving conflicts in the public sector (the employees). The number of resolved cases or agreements had increased since the coming of the Labour Party in power, a huge debacle for the opposition. The creation of metropolitan boroughs and counties made by the Conservative government (acts enumerated above) had also some impact on employee. It fairly promoted intense economic activity in these new districts. Public sector employment had a slight increase. Herein, therefore, it became the duty of the government to institute a law which will protect the interests of the public sector employees. The creation of the Parliamentary Commissioner Act of 1967 and an amended bill in 1974 defined the limits of the Ombudsmen in reviewing cases or complaints presented to them by government employees (against local authorities or other employees). The effect was good for the public sector employees since the number of complaints and perceived problems in the government bureaucracy was reduced. This was not really a good measurement of performance since the number of public sector employees at that time was small; the civil service jobs share in the total number of jobs was about 62 %. Due to the increasing number of public sector employees, the Labour government refined the laws mentioned above. The Ombudsmen were granted right by the parliament to investigated cases independently, with more flexibility and rigour. A general program of action was also presented by the Home Secretary to reform the Parliamentary Commissioner, giving the latter some air of independence when reviewing not only cases involving possible crime committed by members of parliament) to the general public but also to the increasingly significant public sector employees. It was recognized that delays would be averted if this plan of action was implemented, and therefore a possible amiable relationship between employees result. Nevertheless, a revised attached code of ethics was also created to define the limits, behavior, and general attitude of government and public sector employees to lessen if not avoid conflict or mismanagement of delegated or defined duties. The Labour Party in the present can boast of its success both in streamlining the bureaucracy (same policy of the Conservative Party in the 1950s to the 1960s) and providing a ground base of cordial public sector employment system (employment and conflict resolution). One public sector employee noted that the propensity or possibility of having conflict with her peers appears to be zero. This is one indication of the success that the Labour Party can present to the general public. However, such conclusion is not totally accurate. The Conservative Party was able to create brilliant programs that were responsible for the increase in the public sector employment. The program of devolution gave the local governments the right to shape the economic policy of the districts involved. The air of supra liberalism during the Conservative years promoted intense migration from Third world countries. The public sector itself became a hotspot for foreign nationals, of which the British public can depend for their special services. It seemed from the start that conflicts will generally increase because of the heterogeneous character of the public sector employees, but the speculators proved wrong. The code of ethics prepared by the British MP’s became a great piece of political scourge to the Labour Party. Not only that conflicts decreased in the government and the public sector decreased, the ruling government experienced a high trust rating from the two sectors, and of course a high applause from the business sector. The consecutive electoral victories of the Conservative Party (during the leadership of Margaret Thatcher) proved the case. Nevertheless, certain variables have to be considered when reviewing electoral victories for it is itself a locus of different circumstances of advantages. There is one great difference, however, when we talk of the Conservative and Labour policies on public sector employees. It is generally accepted that impersonality should be the hallmark of a bureaucracy and of course the whole economic activity of the country. In the Conservative years, impersonality was always implemented in the government, with strict penalties for noncompliance. However, government officials were not aware that the policies they implemented (as enumerated above) had certain effect on the public sector employees. Employees became resonant of public policy. They became more politically involved in public discussions. And as such, became more impersonal in their dealings with the government and their clients. Economic activity, according to one economist, may well be possible under the environment of impersonality and laxity of economic requirements. This became a starting step for Britain to increase its migration rate. The increasing number of public sector employees heralded a change or revision in the policies of the Labour Party in terms of public sector employment. As mentioned above, the proposed and implemented policies on negotiation and extension of powers of the types of Ombudsmen were generally meant to increase the efficiency of the government to solve disputes arising between employee and employee, employee and employer, and between employee and government officials.
